Background
Since the implementation of the SETUP Program in the country there had been no unified monitoring system that is functional. Attempts had been made for a national SETUP project database using geographic information system but only few are using it because of its complexity and slow process.
Because of these scenarios, Regional Office are doing their own systems to serve their needs. DOST Region IX for example has created an online project database for their own use. Likewise, DOST IVB, also have their own online database of projects. The DOST-8, however doesn’t have one of its own.
The Provincial Science and Technology Centers who have the capabilities also developed their own approaches and systems to serve their need. To cite some, PSTC E-Samar is using MS Excel with automation for its SETUP Monitoring and Billing System. DOST-Biliran in the other hand uses MS Access for it SETUP Data with integrated Billing and Monitoring System. Most of these individual systems however are offline and cannot be accessed by the general public.
While there are available open source platforms that can be used to develop online database and monitoring system, the DOST Regional Office VIII made no attempt to use them. Among which is Google’s Maps and Docs.
Google Maps can be used for project mapping with integrated project profile that is stored in a database embedded in the Map. The back end (what administrators or file owners will see) allow the putting of place markers for specific project on the map and editing project information that is needed to be shown for public consumption. The administrator can generate scripts where the map can be embedded in official website or other locations. The front end (what users see) will show all the projects in a map using clickable place marks. Once clicked, a pop up box will show data about the project.
Google Docs, in the other hand especially spreadsheets can be used to develop monitoring form that can be submitted online and automatically summarizing them.
This project will develop the system for monitoring, submission of reports (SETUP monthly, quarterly, and semi-annual report) and project mapping using Open Source Google Applications. The system will be tested by SETUP implementors from 6 Provincial Centers and the Regional Project Monitoring Office using structured assessment questionnaire.
