More functionality

For the first week of June new changes are made on this site. These are:

1. The new homepage has been set to show the details of the project. The blog posts can now be accesses through the Blogs tab.
2. Trial database for Biliran is linked in the Monitoring Files Page which is added just today to test the monitoring functionality. Through this page, authorized SETUP personnel can access the monitoring forms set by the page administrator for editing and inputting of project updates.
3. For the mean time the comments functionality are disabled on the site.
